This comes from a Czech decree of divorce. The phrase occurs in the following context:

"Podle ustanovení § 38, odst. 1 zákona č. 97 1963 o mezinárodním právu soukromém a procesním, ve věcech manželských řízení o zrušení manželství rozvodem je pravomoc českých soudů dána, je-li alespoň jeden z manželů českým občanem."
