Explanation:
If there is such a thing as a stupni kolo - or, indeed, such a word as stupni - it is news to all my dictionaries. Could this possibly be a typo for vstupni kolo? I found entry wheel mentioned in connection with rotor machines (first link, also see corresponding Czech article [Enigma]) and then in connection with clockwork - bingo! - in the second link.

I'm putting a low certainty because a Czech native speaker may know of a real stupni kolo that I don't. If not, this seems like a fair bet, given that you're writing about Orloj.
