I am translating a text on Požární ochrana and I can't come up with anything for územně technických in the following:

Soubor organizačních, územně technických, stavebních a technických opatření k zabránění vzniku požáru nebo výbuchu s následným požárem

Not just a bit stumped by the English but also what it entails in Czech. Hope someone can help....
