tyto investice nejsou podmíněné ("bedingt"), nýbrž představují podmínku pro uskutečnění primární investice - bez nich nemůže být hlavní záměr - primární investice realizována
"Jedná se tedy o smluvní zajištění vybudování takových podmiňujících veřejných investic nebo úprav, bez jejichž realizace nelze primární stavební záměr vůbec uskutečnit a užívat. Plánovací smlouva může věcně řešit jak zajištění vybudování podmiňující veřejné infrastruktury, tak investice do podmiňujících dopravních staveb, přičemž za tyto považujeme jak komunikace tak parkovací a odstavná stání."

Explanation:
Also, einen erprobten Ausdruck mit Erfahrungswert kann ich jetzt auf Anhieb dafür leider weder aus meinem Kopf, noch von sonst woanders liefern. Aber so dürfte man das vielleicht sinngemäß umschreiben, das Übersetzungsproblem bei momentaner Geistesschwäche damit auf Fußspitzen umgehen. Es ist eine Notlösung, aber vielleicht nicht ganz schlecht, man kann damit auch deklinierend noch einigermaßen gut umgehen.
