I asked my husband, who knows a bit about agricultural machinery one way and another... and I rang CMN, who call it a packer roller.
The real expert is not there until Monday, but there are several kinds of 'packevalse' or 'packervalse' (Tand- , gummi- ) and rørpakkevalse, which is 'rørformet' i.e. tubular.
