English translation:within the department manager's area of responsibility
Explanation:
The "line" being referred to likely means all of the employees that are below the department manager on an organizational chart.

In Norway, employees do not consider instructions received from anyone outside of their line as mandatory which can lead to problems, for example when attorneys in the US (who do not have line responsibility) issue instructions to employees in Norway to retain documents. The way to resolve this issue is to get someone in Norway, usually a high level manager with line responsibility, to "echo" the instructions.

In this case, the instruction seems to be that the employee should not go outside of the department manager's area of responsibility in terms of reassigning any of the tasks that the instruction concerns.

I had a few other suggestions, see below, but think "be above the line" is the best:
be orderly
go according to the rules
be inside the box (as appossed to outside the box)
be within the lines (this is an inferrence from "coloring within the lines"; "parking within the lines" ...)
