Explanation:
I believe it's a general term applied in Danish univeersities, where specific account numbers are assigned to not only to staffs working within the campus, but to students also, sorted into categories such as Professor Emeritus, Associate Professor, Adjunct Professor, PhD candidate, part time students, etc. plus even pension programs or money granted for doing research.
According to the link below, the numbers assigned are not necessarily four figures.

sundries account


Explanation:
"arts" can mean several things, but as a noun it would be something like various goods or merchandise.
Another possibility, given the Danish tendency to use English words everywhere, it might even mean "art account". I think the real meaning might be more obvious with more context. Most schools do have an account for "sundries", i.e. staples, cartridges, rubber bands, paper clips.

agree  Brian Young: I think you are right. I have seen this term used in so many different places, and every time it seems that "arts" could just as well have been left out. It does not seem to add anything at all, and I am certain it is a more recent invention.
