jump though hoops


Explanation:
Literally, ´slå kolboter´ means to turn somersaults.

If in practice it means forcing people to comply with a lot of bureaucratic regulations, or go through a rigmarole for some reason, then someone might refuse to ´jump through the hoops´ or say it was not worth it.
