Danish term or phrase: indeholde skat

"X skal i henhold til skattelovgivningen indberette alle givne ydelser til skattemyndighederne samt til at indeholde skat mv. af kontante udbetalinger"

I can't get my head around whether "indeholde skat" means withold tax or deduct/pay tax here. My research seems to suggest it could mean both.

Grateful for any help.

I would say withhold here.

It does depend who X is, but typically, an employer who pays wages, travel expenses etc. where appropriate, pension contributions and so on would fit the picture.

Employers must send in tax returns as described, and pay the amounts into an account, from which they then pay the taxes they are responsible for to the tax authorities.

On the employee´s pay slip the full wage is stated, then it is broken down into specified categories, such as pension contributions, tax withheld etc.
Finally, the ´take-home pay´ is stated, after the other amounts are deducted, and the sum is paid into the employee´s account.

The use of ´withhold´ and ´deduct´ apply correspondingly in other situations.

I am not a specialist in this field, but that is how I see it. (UK English)

Explanation:
"indeholde skat" means, in this context, that the person reporting information to the tax authorities is obliged to pay said taxes.

It's what in Danish is called "kancellisprog". A somewhat separate language that at times can be completely incomprehensible to the non-initiated reader.

"At indeholde skat" means, when written by the tax authorities, "to pay tax".
Stupid isn't it? :-)
