Emphasis is placed on arranging the sections in a logical order.
Or arranging the contents in a logical system.
I think in a manual what users often want is a way to find out how to use the equipment in question.
Turn the power on.
Select the settings you need.
Etc.
Later, users need to dip into it to find the answer to a particular issue, and need to know where to look for that one section without having to plough through the entire manual/handbook.
