Idet jeg går ud fra, at der er tale om en slå- eller stavefejl, og der skulle have stået 'bundet udbud', hvilket må være det samme som 'bundet licitation'.

disagree  Charles Ek: "Bundet udbud" has to do with binding the requestor to award the contract to the lowest bidder/offeror, not selective tendering. Compare the discussion of selective tendering at http://tinyurl.com/4paadgq with first link in my answer.

As noted, there's a typo here -- it should be "bundet udbud".

The first link below is to this description in Danish of the procedure in question, at Artikel 51:

"Bundet udbud er en administrativ procedure , der gaar forud for indgaaelsen af en aftale efter indkaldelse af tilbud. Ved denne opnaas, at retten til endelig tildeling af en ordre offentligt overdrages til den tilbudsgiver, der har afgivet det laveste af de behoerigt indgivne, sammenlignelige og med udbudsbetingelserne overensstemmende bud , efter den befoejede anvisningsberettigedes godkendelse . Bundet udbud betegnes som offentligt , naar enhver kan afgive bud; det betegnes som begraenset, naar kun en bestemt kreds , som man har besluttet at rette henvendelse til paa grund af deres specielle kvalifikationer, har adgang til at afgive bud."

The second link is examples of "automatic award procedure".

It involves awarding a contract to the lowest bidder that meets all other specifications in its offer.
