The thing is that if it is a police officer, it would be a completely different title, such as police constable or police sergeant. But as a stand-alone title, I would still go with 'senior clerk', especially if it is a court clerk who has merely signed the certificate. And I agree with Christine that there can only be one chief, but easily any number of Indians!

I would vote for senior clerk. I am guesing that it is under the signature at the bottom of the certificate.

In that case, firstly it sounds a little more up to date than chief clerk,
and secondly, at least in theory there may be several people with that title at the office. There can only be one chief!

If it is an office assistant, the equivalent is 'senior clerk', but titles vary within different lines of work. You may need to supply a bit of context to get a correct answer.
