Dutch term or phrase: Kostenleverancier
Deze term kom ik tegen in een voorraadadministratieprogramma van een grote winkelketen.

Hier een voorbeeld zin:

Melding [op het scherm:] ‘Leverancier mag geen kostenleverancier zijn’

Alvast bedankt.

cost deliverer
Explanation:
I think you can translate this literally. "Kostenleverancier" is not a very common Dutch word, but I think it means something like "kostenpost".

It is certainly not a typo, because words are far more often written as compounds in Dutch than they are in English.

How about this: "Het lijstje met kostenleveranciers wordt gemaakt uit alle ooit gebruikte leveranciers in de kostentabel".

Example sentence(s):
  • Heeft de missie aangenomen de laagste kostenleverancier te zijn van
  • An increase in the work of charities in these areas, as they become both the low cost deliverer of services and the only ones who can deliver these services

Asker: To be honest, when I first encountered this term I thought it was a typo and that 'kosten leverancier' was meant.

Explanation:
Not sure about this one at all really, just offering some food for thought...

Compare the Dutch and English versions of this press release:
EN: https://secure.prnewswire.co.uk/cgi/release?id=200825
NL: http://www.prnewswire.co.uk/cgi/news/release?id=200827

-> "Adopted the mission to be the lowest cost provider of a comprehensive pension service to our customers."
vs.
-> "Heeft de missie aangenomen de laagste kostenleverancier te zijn van allesomvattende pensioendiensten aan onze klanten."

Interestingly, references to kostenleverancier on internet sites nearly always seem to be in the combination 'lage/laagste kostenleverancier', remarkably akin to 'low/lowest cost provider'...

neutral  Jack den Haan: Yes, I had also notcied the use of the adjective preceding 'kostenleverancier' and 'cost provider', and also preceding 'cost supplier' and 'cost deliverer' for that matter. That's what makes this issue particularly intriguing.

Reference information:
