From googling, I have the impression it is at least a payroll administration office/agency, but could it also extend as far as a personnel administration office/agency? And is it always an agency?

| Grading comment Fairly convincing, but IMO although people in the UK just might understand 'social secretariat' in this sense, elsewhere it the world it would more likely draw a blank stare. In my translation, given the context, I used 'social secretariaat' in italic with an accompanying explanatory translation.
