It doesn't really matter if they live closely together on a small piece of land or on a large piece of land, does it? The "piece of land" is not mentioned in the source text either.

I think that meaning is not changed, because, it is all the time emphasized in the text that Netherland is a very small country. 450 000 persons work in this sector. There is tengency to build floating geen houses on water, because either no land or it expensive is. So it is already implied that population density is very high.
Moreover, many people on a small area, it directly means concentration.

I think they should come to Siberia to live there, at least to its South, there are planty of space...

It certainly could be misinterpreted yes. In this context "a small piece of land" is taken too literal. It means "high concentration of people" or "live close together" (where decisions affect other people). You can leave out the "small piece of land."
