Packaging and how the seeds are growing is hard to separate in this case. The "packaging" IS the growing medium.

This is actually describing various types of packaging, ways of presenting chervil for sale at fruit & veg auctions, i.e. this is how growers supply it. Propagation/seed etc. possibly sound more like ways of encouraging it to grow better in the first place.
