If it were a volume/mass study it would have been massastudie.
It could be the sheer mass of things. Do you have a sentence? or a paragraph or any information on what type of text it is?

I am not convinced that they mean the mass of a model, but rather that the preliminary design (schetsontwerp) shows that the total urban design forms a coherent, continuous volume/mass that can be 'shaped' or 'modelled' where required.
