English translation:facade tube
Explanation:

This 20 stories high mixed construction building is straddling the "Utrechtse Baan", a motorway, where it enters the city of The Haque. The span is created by a serie of concrete trusses at ground floor level, consisting of precast, prestressed concrete tensile beams in High Strength Concrete (B95) and cast in situ concrete diagonals (B65).
The steel trusses in the facades provide the stability of the building and carry the weight of the car park access ramp at the rear facade.
From the second floor up, the main structure, because of construction speed and economy, is made of precast concrete with the exception of the facade columns. These are made in cast in situ concrete, integrating the steel trusses and parapet beams into a 3D mixed construction facade tube.

Succes!

So pretty close! Bedankt.

agree  xxxblomguib: personally, when I hear "tube", I think of something rather small; however, this is the term that is used for this constructional element!
