Dutch term or phrase:ruimteboek
This term appears in a 'Toelichting definitief ontwerp' detailing every aspect of the construction of a new building (a ship testing facility). The only place this word appears is in the section on painting, tiling and carpeting, in the following sentence: "De afwerkingen zullen worden afgestemd op het gebruik (ruimteboek)."
I found a document on the Internet in which the term appears in a similar context, with an explanation of what it is: "Het maken van een ruimteboek waarin per ruimte precies omschreven staat wat de eisen zijn ten aanzien van het gebruik, de minimale afmetingen, het afwerkingniveau, de akoestische eisen, sanitaire voorzieningen, luchtbehandeling, sterkstroomvoorzieningen, zwakstroom voorzieningen, verlichting en theatertechnische voorzieningen." Explanation: Because of the use of the word "book", I believe it is referring to a spec book (short for specification book). This term, unfortunately, is used in two ways. One is a software package in use in interior design which is actually a computer program called spec book pro. The other is actually a physical collection of standard specifications common in government projects.

You must let your context determine which of the two is most suitable. It may be that spec book is called ruimteboek in Dutch. I would have to investigate that and (as usual) don't have time right now.
My gut feeling is that as it is probably a government facility, there may be a standard book of specifications for the interior design of a ship testing facility.
The third possibility would be just an ordinary spec book provided by the engineers or whoever is laying down the specifications for the works.
I'm not 100% certain that 'spec book' is an exact translation of 'ruimteboek', so I'm not entering it in the KudoZ open glossary, but it is sufficient for my purposes. A "book" specifying exactly these kind of things is called a "room database" in English. "Room database" is your English equivalent. Please see the explanation below.

Volgens mij wil met "boek" in "ruimteboek" slechts gezegd zijn dat de gegevens per ruimte in één opslagvorm bij elkaar zijn gebracht: handig, overzichtelijk, werkzaam.

Maar, niet verrassend, ook deze term wordt in meerdere betekenissen gebruikt.
Een ruimteboek is een documentatievorm waarin de onderzoeksgegevens in een andere vorm dan een rapportage worden gepresenteerd. Meestal als een tabel, waarin ook afbeeldingen en grafische presentaties kunnen worden opgenomen.
Het ruimteboek
- is een dynamisch digitaal systeem waarin gegevens continu toegevoegd kunnen worden;
- kan zowel digitaal als op papier geleverd worden;
- de onderzoeksgegevens kunnen ook in een bestaande systematiek ingevoerd worden.
ruimteboek (kan ook een electronisch "boek" zijn) of (soms ruimtenboek) is wel een term die ingeburgerd lijkt maar betekent niet steeds hetzelfde:
- waar worden ruimten voor gebruikt, de bestemming van ruimten door de tijd
- soms betreft het een soort logboek waarin veranderingen in ruimten worden bijgehouden
- de ruimten op een bepaald terrein waarbij het vooral om functies en afmetingen gaat
- beschrijving alle onderdelen van een gebouw (fundering, gevels,dak, constructiewerk, schilderwerk) met maten en afmetingen
- boek waarin tot in detail per ruimte staat aangegeven wat er in moet komen
- medium met alle eisen t.a.v. functie, klimaat, inrichting en afwerking van ruimten
- de uit te voeren werkzaamheden per ruimte / herstelwerkzaamheden
- in het ruimteboek worden alle bouwkundige zaken opgenomen die per ruimte worden uitgevoerd, zoals de afwerking van de muren, plafonds maar ook over de technische installaties. Daarna wordt het ruimteboek vertaald in een bouwkundig en technisch bestek.
Het lijkt erop dat een ruimteboek niet meer is dan een “boek” waarin per ruimte bepaalde maar wisselende gegevens zijn opgenomen.
Ik was even in de war vanwege de referentie die je aanhaalt in het tweede deel van je vraag. In het eerste deel zeg je duidelijk: "The only place this word appears is in the section on painting, tiling and carpeting, in the following sentence: "De afwerkingen zullen worden afgestemd op het gebruik (ruimteboek)." Vanwege die specifieke context (interior design) spec book of "interior design spec sheet."
Almost everything is stored on computers nowadays, so you can't take "boek" too literally anyway.
