The first reference uses this term and is an example of many references returned by googling 'directional tyre technology'. Directional tyres can only be fitted on one side of a car because they work more efficiently when running in one direction.

The second reference use the phrase 'directionally bound', which is a literal translation, but the writer is Dutch and may not know the term used in English speaking countries.

According to ANS, using the ending -gebonden is quite a productive method for deriving an adjective from a noun. In some cases, words with this ending can be translated by adding the ending -al (eg seizoengebonden => seasonal).
