Dutch term or phrase: aanlooptarief
The fee one has to pay for leasing a car when it is only a temporary vehicle that you have in your possession while you are waiting for your chosen car! Is it initial fee, run-up fee, start up fee, I have no idea!

I think either would work, having looked at uses of your term in various contexts.
