neutral  Textpertise: I agree with master record. Disadvantage of using "Master card" in English is that the term "MasterCard" which is a credit card is too similar. A further alternative in databases is "master file".

Explanation:
The reference posted by asker indicates that we are speaking of a computer system for logging master details of a vehicle in a garage/repair environment. I do not think it that context we are speaking of an official government document. "Master file" is an alternative to "master record" in computer databases. I would not use "master card" because it is too similar to the name of a credit card.
In the event that we are speaking, after all, of vehicle registration documents, then another term in common use in UK English for a vehicle registration document is a "logbook".

Response to Jack: I can only say what I have found on the ground: In a medical database, for example, the patient's master record is also called the patient's master file and contains name, address, and other details which do not frequently mutate. Specific consultations, prescriptions, bills, etc. are entered into modules which are subordinate to that master file. In purchasing, the supplier master record is very often called the supplier master file and orders to that supplier, payments to that supplier, etc. would be designated supplier order file, supplier payment file, etc. and be subordinate to the master file. Idem ditto in logistics, there could be a vehicle master file with unchanging data on that vehicle. Journeys, maintenance, drivers of the vehicle, etc. would be in subfiles subordinate to the vehicle master file.
