Dutch term or phrase: ingehaald door de indexering
This text is all about proposed changes to the pay structure in a particular company. I'm not sure how to translate "ingehaald" in this particular context. It appears twice:

Concreet stelt X zich het volgende voor:
- Periodiek A, B and C worden niet geindexeerd met collectieve loonsverhogingen (totaal circa 5%, derhalve bijvoorbeeld bij 4 jaar een verhoging van 1,5% ingehaald door de indexering)
- Bij een beoordeling wordt bij voldoende 1%, goed 2% en uitstekend 4% loonsverhoging gegeven (uiterlijk tot het bijzonder maximum (periodiek C), totdat deze door de indexering is ingehaald)

neutral  writeaway: bypassed means avoided, ignored/I admit I haven't completely mastered English yet, but in this financial context I really don't see how bypassed can work.

  -> that depends on the context, and in this case bypassed is correct -- Vehicles do overtake , and indexes are definitely NOT overtaken but bypassed
