I don't understand at all the clause "als overweging wordt meegegeven te participeren...". Could anyone please help me with this clause?

A bit of the text before and after, although it's not helping me!

- In het herijkte ICT-bestek is gekozen voor een ‘ander reisscenario’ om te komen tot een uniforme concernbrede informatiehuishouding (groeiscenario in plaats van een big-bang-scenario). Gevolg hiervan is dat het noodzakelijk kan zijn om in bestaande informatiesystemen te investeren.
- Als overweging wordt meegegeven te participeren in de ontwikkel- en/of testfase van CIP-ontwikkelingen. Dit biedt kansen en mogelijkheden om KLPD-specifieke wensen en eisen in te brengen. De hiervoor benodigde capaciteit dient in het jaarplan te worden opgenomen.
- De in de jaarplannen beschreven ICT-vernieuwingsprojecten worden beoordeeld met de prioriteringsmethodiek.
