Jack den Haan: I also considered this, Marijke, but to my mind the context does not suggest more or less 'functionally dedicated' officers, but persons within a company or organisation holding jobs with some kind of environmental impact along with other duties.

-> My point too. The person in chage of health, safety and the environment within a company is also called an officer (in the UK): safety officer.
