I have never heard this expression.

It comes in the following sentence:

Momenteel is op alle niveaus en afdelingen de rek eruit en verwacht iedereen dat XXX wel de oplossing zal geven.

Does anyone have a nice English translation?

Explanation:
De rek is eruit, betekent dat er geen extra ruimte meer is voor iets (vaak onaangename maatregelen, zoals blijkbaar hier het geval is). Iedereen heeft er genoeg van (laat zijn/haar geduld niet langer "oprekken").
De uitdrukking wordt ook wel gebruikt als iets aan het einde van een cyclus is, bijvoorbeeld een product waarvoor geen nieuwe afzetkanalen meer kunnen worden gevonden.

writeaway: Asker might find more 'nice translations' by trying to get hold of an Nl-En dico and looking under the word 'rek'. Van Dale isn't bad and others have the term too. ;-)
