Can anyone give me an accurate translation of the term kader as in kaderbrief or kader at the end of an article or paper?

Asker: Thanks, I know the VD definitions and also the Ministry 'letters' as I used to work for the Justitie Ministry but I am still unhappy as to how to translate the word 'kader' in broader contexts. For example, when it appears at the end of a (technical) text on its own. A direction to a printer perhaps? The phrase 'In het kader van...' is also sometimes hard to contextualise.
