Dutch term or phrase: contract- en bureaukorting
I am currently working on a short translation (newspaper advertising rates), and am struggling with the above phrase.

The context - very little, unfortunately - is as follows:

"Tarieven zijn voor verrekening van contract- en bureaukorting"

Does this mean that agency commission will be deducted from advertising rates?
