I have reposted this question because I didn't complete the subject line properly the first time. This phrase crops up in a declaration entitled "Verklaring inzake eigen situatie".

The source text is as follows:

"Hierbij verklaart ondergetekende, hierna te noemen ‘Inschrijver’ dat:
• jegens Inschrijver niet bij een onherroepelijk vonnis of arrest een veroordeling is uitgesproken op grond van artikel 140, 177, 177a, 178, 225, 226, 227, 227a, 227b
of 323a, 328ter, tweede lid, 416, 417, 417bis, 420bis, 420ter en / of 420quater van het Nederlandse Wetboek van Strafrecht, dan wel een vergelijkbare veroordeling
ingevolge de wettelijke bepalingen van het land waar hij is gevestigd;"

I think it means that the undersigned declares that "it is not the subject of a conviction by final judgment", but I really don't know.
