The two zonders are baffling me: any advance on "that in the absence of the so-called cartel agreements, it could have concluded a contract without an excessive price."?
The whole sentence for reference is: "Diverse elementen uit de beschikking van de Commissie duiden erop dat die premisse van de EG -- nl. [as above] -- onjuist is"
