'korten op het salaris/de uitkering' indeed always means some kind of payment reduction. even without 'op', using 'korten' would suggest this interpretation.

but this particular context (the preceding sentence!) does point in the direction of redundancy imo. also, ICT doesn't usually cause pay reductions for 33% of the workforce -- but it may well cause such a redundancy.

my vote: they will lose their jobs.

this certainly is unusual idiom (sounds almost like 'pinioning the workers' to me :-)

The whole one-page text talks about the impact ICT will have one staff/the number of workers: "een kader oplegt waarbinnen wij de gevolgen van steeds sterkere ICT invloed op werknemeraantallen moeten invullen. In my experience, 'korten' is used to mean a reduction in pay or entitlements, and not a cut in jobs. Does the broader context of your text offer any further clues as to what 'gekort' refers to?
