I used a combination of the answers given here, so it is a shame I can't award points to multiple people. I think I used "head of labour conditions / office administrator". Thanks all for your suggestions.

Head of personnel employment conditions

Explanation:
I would use "employment conditions" as being more general than "terms of employment".

Arbeidsvoorwaarden / Personeelsregelingen
Terms of Employment / Employment Statutes

Explanation:
I have seen personnel schemes, human resource plans, and other similar variations in my own experience, but EurLex suggests General Employment Statutes for 'personeelsregelingen'.

I found a document that lists "Head of Terms of Employment and Industrial Relations" - but it is an English translation of a Dutch original. Rather than listing it as a job title ("head of..."), perhaps you could translate it as "(person) in charge of / responsible for..."?

Asker: but what would the man's position be called? ("head of.."

Asker: That's a good idea. I may use that.
