state / provincial are interchangeable - depends on the target. no provinces in the US for example

Just as when Belgians refer to "een uitkering van de staat", they are not referring to a social security payment from the state (as in a US state), but rather one from the federal government, despite the fact that "staat" means "state".

You cannot translate this is a literal cognate...

The COMPARATIVE to the territorial body that is a "State corporation" (for a US target audience) or a "Provincial corporation" (for a Canadian audience), in which case the terms are interchangeable. No one is translating this text to English for a Dutch or French or German reader in Belgium.

neutral  philgoddard: I agree that it's probably "autonoom provinciebedrijf", but I disagree with everything you say in your explanation. It does not mean "state" - Belgium and Holland have provinces, and you're not being asked to find the nearest US equivalent.
