However, I think that perhaps the term, "company-wide holiday", or "companywide holiday shutdown", covers the Dutch terms best.

I am specifically looking for a way of using the term as an adverb, as in, "Of uw werkgever collectief vakantie-uren kan vaststellen hangt dus af van de arbeidsovereenkomst en eventueel de CAO." – but without resorting to using "collectively" – which I have seen used in a number of Dutch/Belgian texts.
What I am looking for is one English term for the Dutch, "collectief vakantie" or "collectieve vakantie" – without having to resort to decriptions such as, "taken at the same time by all the employees", etc. Something like, "company-wide holiday". E.g., in the following sentence: "Voorbeelden van vakantieregelingen in de zin van artikel 27 WOR zijn besluiten waarbij een collectieve vakantie wordt vastgesteld of de aanwijzing van collectieve snipperdagen." – the term is not being used as an adverb, and I would like people's suggestions on how they would translate the term, "collectieve vakantie" in sentences such as this.

perhaps you should add 'together' 'at the same time' and the like
you seem to be over-reading/misreading. it's Belgian Dutch so I can imagine that's a stumbling block for an NL Dutch native. Collectif is used as an adverb throughout.

Explanation: It's not too common in English but in the few texts that I have come across, it is simply called "collective vacation". See reference for one of the collective agreements from Canada, as well as a similar discussion on proz.com
Explanation: Compulsory holiday might be an option if you want to get away from 'collective'. If the holiday is compulsory, the collective aspect is implied without you actually having to use that word.
