I am familiar with the translations:

"annual holiday",
"company holiday",
"annual closure period",
"fixed holiday" ...

However, I think that perhaps the term, "company-wide holiday", or "companywide holiday shutdown", covers the Dutch terms best.

Does anyone have any suggestions here?

I am specifically looking for a way of using the term as an adverb, as in, "Of uw werkgever collectief vakantie-uren kan vaststellen hangt dus af van de arbeidsovereenkomst en eventueel de CAO." – but without resorting to using "collectively" – which I have seen used in a number of Dutch/Belgian texts.

It is not collective since the workers will not be going on holiday as a group (all going on a coach holiday to Spain or something similar).

This used to be common practice in certain industries. An interesting example is Oldham Wakes, which you can google.

De Nederlandse zin klopt niet: 'Of uw werkgever collectief vakantie-uren kan vaststellen hangt dus af...' De werkgever kan niets 'collectief vaststellen', want hij/zij is maar alleen. Wat de werkgever wel kan doen is 'collectieve vakantie-uren vaststellen'. Dan nu de vertaling: uit de context klinkt enigszins het idee dat de werkgever deze vakantie-uren oplegt, dus zou het misschien iets kunnen zijn met 'impose', anders gewoon 'determine/decide on':

'Depending on .... your employer may be able to impose/determine/decide on a simultaneous/concurrent holiday (period) (for all employees/the entire company).'

Explanation:
It's not too common in English but in the few texts that I have come across, it is simply called "collective vacation". See reference for one of the collective agreements from Canada, as well as a similar discussion on proz.com

compulsory holiday


Explanation:
Compulsory holiday might be an option if you want to get away from 'collective'. If the holiday is compulsory, the collective aspect is implied without you actually having to use that word.
