It coincides with what ntschanz posted, only... I understand you seek the English equivalent.

That IMO would be per procurationem (per pro for short), also abbreviated p.p. which loosely means "by agency of", "by proxy of", "by order of", "upon request of", "on behalf of" etc.

To clarify... it means the project manager is signing on behalf of the general director and indicates his/her authority to do so, while making clear that the general director didn't actually sign it him-/herself.
