Yes, I would agree with that. I think it is talking about road hogs, so that would fit in quite nicely.

Explanation:
is what "op last van" means. The part that has me flabbergasted is "van eigen identiteit". Could it mean at their own peril here? A wild guess but is could just fit the context. Hope it helps and is still on time!
