Bus/Financial - Business/Commerce (general) / management theory
Dutch term or phrase: integraal management
Here's a brief explanation of what it means to be an 'integraal manager':

Who knows what the English term for this is? A quick Google for 'integrated management' or 'integral management' would seem to discount these options... Any management gurus out there?

umbrella management /cross-domain management
Explanation:
may be helpful - don't know if limited to insurance and IT, but would fit the bill to adequately describe the management theory perhaps?

full management/overall management

Explanation:
Here, I believe integraal just means full or total. In other words, this guy (or gal) has a lot of responsibility.

Just realised I had overlooked one of the dictionaries twiddling its thumbs in my bookcase. International Dictionary of Management (Johannsen/Page): integrated manager = one whose style of management is to be fully involved with individuals and groups. Characteristics include emphasis on group results, participation and involvement and frequent briefing meetings. Doesn\'t quite match your explanation, but perhaps worth considering...
