Unfortunately I don't have much context. This is the sentence it was taken from:

Bijlage c: methode van graaddagencorrectie.

What I have found is this:

Graaddagen wordt veel gebruikt om het energieverbruik te corrigeren op de invloed van de buitentemperatuur, zoals bijvoorbeeld het aardgasverbruik voor de verwarming. Hiervoor hebben we gebruik gemaakt van de gegevens die de KNMI in de Bilt beschikbaar stelt.
Berekeningmethodiek:
Is de gemiddelde etmaaltemperatuur kleiner of gelijk aan de stookgrens dan geldt:
Stookgrens - gemiddelde etmaaltemperatuur = graaddagen per dag
Is de gemiddelde etmaaltemperatuur groter dan de stookgrens dan is het aantal graaddagen nul.

Normaal wordt 18°C gebruikt als stookgrens

degree-day correction / degree day correction

Explanation:
defined as the difference between the inside and outside temperatures of a house. Standard practice uses an indoor temperature of 180 degrees Celsius as the base from which to measure DD, since most buildings do not require heat until the outdoor temperature is between 16 and 18 degrees Celsius. The outside temperature for a given day is then defined as the arithmetic mean of the minimum and maximum temperatures. If the minimum and maximum temperatures during a given day were 6 and 14 degrees Celsius, respectively, then the number of DD would be 18-1 0 = 8
