Voor code rood zijn op dit moment geen specifieke requirements opgesteld, wellicht dat dit in toekomstige versies van de DSMR wordt toegevoegd. Echter kunnen voor de uitvoering van code rood de reeds beschreven functionaliteiten “schakelen” en “aanpassen doorlaatwaarde” worden gebruikt.

at the moment I am inclined towards "admission value" - but maybe there is a better answer.

Explanation:
I tend to agree with Bert vand der Moer, but this migth be another option. The term is often used in the context of testing, however, and may not fit here. That would depend on what exactly is meant by 'code rood' and on what is switched. Googling 'pass value' in combination with 'meter' or 'metre' returns about 2,500 hits and might be of further help...
