I know it may look like an insurance/finance question, but I think we are dealing with a matter of construction:

context: "Verzekerd is : € xxx,- op het pand van steen gebouwd met *harde dekking* in gebruik als yyy"

I assume that some kind of roof covering is meant here - or is *dekking* referring to some kind of coverage?

Bedankt iedereen: I took this because "slate or tile" is too specific (copper & plywood also count as "hard"), and "solid" seems less common...

Explanation:
Since the source seems to be defining the terms of the insurance cover, I assume that the 'dekking' refers to the structure of the building rather than (other) insurance cover. There is a big difference between the premia for houses with slate/tile roofs and those with thatched roofs. That's my take on it - hope it helps.
