I'm not sure whether to translate this as a concrete structure or concrete works (as in, work that is being executed in concrete). I'm not sure that it can be a factory/plant type of works:

Indien een kopmuur of een wand minder ver verwijderd is dan een backsteen van een betonwerk zal deze onmiddelijk uitgevoerd worden in beton er [sic] erin vastgeankerd worden.

Sorry, but that sentence makes no sense to me at all.

Explanation:
Volgens mij moet "er" "en" zijn, en dan betekent de zin het volgende:
Indien de afstand tussen (kopmuur of wand) en een betonwerk minder is dan een baksteen, wordt de kopmuur of wand vervaardigd van beton en met behulp van ankers bevestigd aan het betonwerk.
