Hoogtescheidingslijn:
een op een plankaart als zodanig aangegeven lijn die de grens vormt tussen delen van het bestemmingsvlak waarvoor verschillende hoogten van een gebouw gelden.

Het is dus terminologie die toegepast wordt op bestemmingsplannen, zowel op de plankaart als in het geschreven bestemmingsplan

It may not be the exaxt precise same meaning, but it does indicate a variation in building heights within one planning zone, which is what is meant in the Dutch 'hoogtescheidingslijn'.

Perhaps you should use a slight variation on the English, in order to be more descriptive, such as:

varied building height demarcation
varied building height contour
