Buitenruimte: what exactly is meant by this? Is this the exterior, or is it the land not zoned? Can anyone help?

I believe that they mean by this: everything outside of the building. Landscaping, such as ponds, grass, parking lot, paths leading to and from the building, etc. All these things also have to be authorized by the building authority.

If I am wrong perhaps a building and landscaping expert can set me straight.

Explanation:
I believe that they mean by this: everything outside of the building. Landscaping, such as ponds, grass, parking lot, paths leading to and from the building, etc. All these things also have to be authorized by the building authority.
