I don't know whether either of these articles will help but you don't give a lot of context. Moment will obviously be "moment" in English in the constellation of torque. The question is what is opneembaar in your context. My thoughts are around "take-up" possibly of slack, but it could also be around capacity or even recording, e.g. recordable moment. More context could give us a clue.
