Dutch term or phrase: Tyleen
Tender document:

The material of the pipes, valves and other appendages shall be made from non oxidation metal, like brass, tyleen, copper or stainless steel. Sorry - no further reference.

I've googled 'tyleen', 'tylene' and 'tylean', but to no avail. Has anyone ever heard of it outside of the Netherlands?

Explanation:
It must be a Dutch corruption of the English word polyethylene a.k.a. polythene, which is commonly used to make water supply hoses/installations etc. And this is precisely what Tyleen is used for:

'Tyleen' is definitely not a metal, there's a mistake in your original to mention it among metals and alloys.

Asker: I think you're right. According to wikipedia (Dutch), LDPE is also sometimes called 'tyleen'. As you say, it obviously isn't a metal. Back to the grindstone for the author on this one me thinks.

Tylene is definitely not a metal. It is a synthetic material, harder than plastic.

This appears to be a pipe made from synthetic material. The generic term used in the construction industry is simply "plastic". See website for Osma piping.
