Groundworks
Explanation:
"Goundworks" refers to the intallation of pipework for drainage, sewers, cables, etc. Seems the most likely in the context of road construction.

Thanks Dave! I had actually decided to use 'groundworks' too, but was curious what other people had to say about the term 'grondbouw', which is conspicuously absent from all of my dictionaries.

geotechnical construction

Explanation:
IATE gives a grade 3 reliability rating for the combined term "grond-, weg- en waterbouw" as a unit descriptor for "civil engineering constructions"

http://iate.europa.eu/iatediff/SearchByQuery.do?method=searc...

If you had to separate these for the remainder of your translation, I would presume they specifically mean:

- geotechnical construction (grondbouw)
- hydrotechnical construction (waterbouw), and
- road/highway construction (wegbouw)

These fall under geotechnical, hydraulic/hydrotechnical and highway systems engineering respectively (i.e. grondbouwkunde, waterbouwkunde, and wegbouwkunde).

earthworks

Explanation:
See: http://www.vosciviel.nl/zakelijk/grondwerken
"ZAKELIJK / GRONDWERKEN
De hoofdactiviteiten van Vos Civiele Techniek bestaat uit grondverzet en wegenbouw."
Seems the company uses "grondbouw" for "grondwerken", which can be translated as earthworks.

agree  Alexander Schleber: In the context of the other works this sound most likely. Earthworks is what is needed for road construction.
2 hrs

neutral  Dave Greatrix: Road construction by definition involves excavation. Grondbouw is a completely different activity.
