I have never seen this word - I suppose it has something to do with clothes ?

Explanation:
I believe I've found the document you're working on (ABAA DNR 2005, see web references below), as it's the only hit I find with the word you're looking for, and the text exactly matches the sample you provided. Although I've never heard this term before, it seems reasonable to assume that it's an informal term for "afwerkstaat" (which also appears in this document, by the way), especially considering the parenthetical "toegepast schilderwerk etc.). The translation for "afwerkstaat" is "finish schedule". It's just a guess, but I hope it helps.
