Dutch term or phrase: grondeer

This is in a description of a product to be applied to silicate stone: "Grondeer voor Silicatsteen.Door zijn unieke werking is XXX uiterst geschickt voor het gronderen van dit bouwmateriaal, alvorens het aanbrengen van plafonnering pleister....". The verb "gronderen" also appears in the document.

I assume it is some sort of primer (or base coat?) but I see "primer" also used in some cases in Dutch so wonder if this is something a bit different. Not in any dictionaries, construction glossaries I have been able to check, or Eurodicautom. Any advice appreciated.
