Bus/Financial - Economics / Public finances | | Dutch term or phrase: accres | My dikke van Dale defines accres as aangroei, toeneming, vermeerdering. But I wonder if this has a specific meaning in the context of public finances (overheidsfinanciën), as in my document. Examples:
Er is overeenstemming bereikt over de nominale mutaties in het accres 2009, accres 2010 en accres 2011, consistent met de beoogde invulling van de tekortreductie 2011 en eerder afgesloten bestuursakkoorden.
Het kabinet doet het cumulatief reëel accres gestand. In het bestuursakkoord is destijds op basis van de reguliere systematiek becijferd dat het cumulatief reëel accres oploopt tot bijna 1,1 mld.
in 2011.
This latter example suggests that accres could be shorthand for "growth in government expenditure" or simply "budget growth." Or something else entirely? Does anyone know?

It seems that 'accres' (in this type of context) normally means 'annual growth percentage' (cf. also Google hits for 'accres' + 'groeipercentage'). The term refers to (growth in) the allocation of government budgets across the central government, provinces and local authorities. In your last sentence, I would say that 'annual growth' seems a more fitting translation.
De omvang van het provinciefonds ontwikkelt zich volgens de normeringssystematiek en door de toevoegingen en/of onttrekkingen aan het fonds in verband met specifieke taakmutaties. De normeringssystematiek houdt in dat het fonds meebeweegt met de netto gecorrigeerde rijksuitgaven, volgens het adagium «samen de trap op, samen de trap af». Op die wijze wordt het jaarlijkse groeipercentage (het zgn. accres) bepaald.

De toename van het gemeente- en provinciefonds komt voort uit de gehanteerde systematiek, de normeringssystematiek. De groei van de relevante rijksuitgaven bepalen de groei van beide fondsen.
