Dutch term or phrase: efficiency- en doelmatigheidsslag
I'm translating a text about education and I'm not sure how to translate "efficiency- en doelmatigheidsslag", which is one of the instruments used to improve education.

I have seen kwaliteitsslag translated as "quality level" (EU sites), and "quality check" (previous proz question), but am not really sure whether "efficiency and suitability check" is right here.

Thank you everyone! Harry's explanation and Dave's comments were extremely helpful to me, but I went for Tina's translation. The definition given for "drive" in the OED matches Harry's definition of -slag, but I just thought that "drive" was a nice translation.

Explanation:
IMO is efficiency not a Dutch word to begin with and the author of your document most likely lost sight of that fact. The author basically repeated him/herself by using doelmatigheidsslag. I would therefore settle for efficiency verification/check

Above references intended only to demonstrate the use of 'drive' in combination with 'efficiency' as a possible translation of 'efficiency-slag'. (The combination results in about 48,400 google hits.) Adding 'functionality' as a translation of 'doelmatigheid' is then just one step further along this path of reasoning.

neutral  Johan Venter: None of your references have anything to do with education/pedagogy, so I'm not sure if this is applicable//Yes, you could very well be right, but none of the references you supplied support that fact, that's all.

  -> I get more than 48000 googles for efficiency drive, and didn't check them all ;-) Besides, since 'efficiency' and 'doelmatigheid' are not specific educational or pedagogical terms, I don't think lack of ref's in these fields is a problem. But thx anyway!

agree  Tina Vonhof: basically agree but I think 'functionality' does not fit in the education context.

  -> I 'd normally be inclined to translate 'doelmatigheid' as 'efficiency' in Eng but since that was already used in the source text, I'd have a problem there. 'Functionality' is the best I can come up with, I'm afraid, but not completely inappropriate IMHO.
